This article analyzes the evolution of the principle of equality, highlighting its application in relation to women. It underlines the absence of gender neutrality in the formation of Law and the existence of social and economic differentiation between men and women without any reasonable justifying criterion. It seeks to approach the gender-sensitive budget as a way of promoting gender equality, pointing out its main characteristics in the light of the program-budget technique. It discusses some experiences in the adoption of the model around the world and brings up the contribution to democracy, considering the impact of participatory budgets on policies aimed at women.
